My practice entails a wide range of litigation, administrative practice and consultation with respect to oil, gas, minerals, surveying, title, transactions and related matters. I have represented producers, landowners, commercial entities and governmental entities from across the State in numerous matters before the Texas General Land Office, the Texas Commission on Environmental Quality, the Railroad Commission of Texas and in virtually all state and federal courts in Texas.

Before joining McElroy Sullivan in 1989, I was Deputy Commissioner for Legal Services with the Texas General Land Office, managing the agency’s legal division, overseeing and coordinating the agency’s litigation, providing legal advice to the Commissioner and his department heads, coordinating the adoption of agency rules and implementation of legislation, and assisting in working with the legislature to obtain passage of legislation the agency desired and defeat legislation the agency opposed. I served under Commissioner Gary Mauro from 1984 until joining McElroy Sullivan. Prior to that, shortly after becoming licensed to practice law in 1977, I went to work as an attorney with the Texas Comptroller of Public Accounts, responsible at various times for providing advice and counsel to Mr. Bob Bullock and his department heads, and prosecuting tax cases in administrative hearings.
