Michael W. Choate

I have represented landowners, operators, Lessors, and Lessees with McElroy, Sullivan, Miller & Weber, L.L.P. since 2012. My practice focuses on permitting and regulatory matters in front of the Railroad Commission of Texas and other Texas administrative agencies. I have also litigated municipal water well permitting matters in front of the State Office of Administrative Hearings (SOAH). My representation has ranged from permitting and protesting saltwater disposal wells; unitization hearings; Mineral Interest Pooling Act applications; and matters before a diverse range of districts and political entities. I also use my political background to advise clients on the legislative and rule making process in issues that may affect their interests here in Texas.


Before I joined MSM&W, I worked in politics on both a legislative and political/campaign level. My experiences in and around the Texas Legislature afford me access and insight into the inner workings of the Texas Government and how the government’s actions can affect my clients and their respective business interests. I have further parlayed my past legislative and regulatory experience into a practice that allows me to easily converse with political entities such as water districts and navigation districts.


I am deeply involved with the Austin Young Lawyers Association (AYLA) as a member of the Docket Call and Diversity Fellowship Committees. I am an alumnus of the Austin Bar Leadership Academy (2016) and Leadership Austin (2015). I am always looking for ways to become more connected to my city and my state through both my civic engagement and my legal career.
