My practice focuses on representation of clients before the Railroad Commission of Texas and the General Land Office. I have represented clients in numerous field rule hearings before the Railroad Commission, including hearings in the Permian Basin and the Delaware Basin, as well as the Granite Wash and the Eagle Ford Formations. I represent clients in a variety of hearings involving the oil and gas responsibilities of the Railroad Commission, including Rule 37 (spacing) and 38 (density) exceptions, tight formation designations, and forced pooling applications. I also represent clients in various administrative applications before the Railroad Commission of Texas, including applications for new field designation, field transfer, enhanced oil recovery project certification, as well as disposal and injection applications. I advise clients on interpretation and compliance with the rules and regulations of the Railroad Commission of Texas and represent clients in rulemaking proceedings at the Railroad Commission of Texas. I also represent clients in pooling applications before the General Land Office and School Land Board.
Prior to joining McElroy, Sullivan, Miller, Weber & Olmstead, I was the director of the Natural Gas Policy Act Section in the Oil and Gas Division of the Railroad Commission of Texas and later the Senior Legal Examiner in the Oil and Gas Division of the Railroad Commission of Texas.
