Larry’s practice centers on energy and natural resources law with a primary focus on representing clients before the Texas General Land Office and Railroad Commission of Texas. Prior to joining McElroy, Sullivan, Miller & Weber LLP, Larry served as an attorney in the Oil, Gas, and Energy section of the Office of General Counsel at the Texas General Land Office. While at the GLO, Larry advised staff on all matters related to Relinquishment Act Land and State-owned mineral leasing and pooling, as well as leasing and development related to carbon sequestration, water disposal and recycling, rare earths, and other hard minerals development. Larry also advised the GLO’s royalty and reporting staff on issues related to lease maintenance and termination and royalty audit billing disputes. Prior to the GLO, Larry served in the General Counsel Division at the Railroad Commission of Texas, where his primary duties involved advising the Commission’s Oil and Gas and Surface Mining Divisions.
