Jessica’s practice focuses on oil & gas and environmental law, with an emphasis on regulatory matters before the Railroad Commission of Texas. Prior to joining McElroy, Sullivan, Miller & Weber, L.L.P., Jessica served in the Office of General Counsel of the Railroad Commission of Texas, and was the primary attorney assigned to advise the Oil & Gas Division. During her tenure, Jessica counseled the division’s staff on a variety of matters including Statewide Rule 40, induced seismicity, oil & gas waste disposal and recycling, venting and flaring, and environmental remediation. Before entering public service, Jessica spent two years as a landman for a mid-major oil & gas company.

 

 

Jessica was raised in Dhahran, Saudi Arabia, where her father was an engineer for Saudi Aramco. She earned her J.D. from South Texas College of Law and undergraduate degree from Texas Lutheran University. She is a member of the Institute of Energy Law’s 2nd Leadership Class and a frequent volunteer at the Volunteer Legal Services of Central Texas’ Free Legal Advice Clinic.
